Staff accommodation in Greece, under ΚΥΑ 153/2026

Since 15 January 2026, hotel staff accommodation in Greece has its first binding standard. ΚΥΑ 153/2026 sets what a staff room must be, how far it can sit from the hotel, and what happens if it falls short. This is a plain-language guide for the person who owns housing across the group — and a note on the records the law now expects you to keep.

What “staff housing software” means

Staff housing software is the system a hotel uses to run the accommodation it provides its seasonal staff: which bed each worker gets, the condition of the room at check-in and check-out, the maintenance and the utility bills, and what the season cost. It is not a guest-side PMS — the PMS runs the rooms you sell; staff housing software runs the ones your staff sleep in. Relyo is one such system.

What ΚΥΑ 153/2026 requires

ΚΥΑ 153/2026 (ΦΕΚ 95/Β′, 15 January 2026) is the first framework to set technical and operational specifications for δωμάτια προσωπικού — the rooms a tourism business provides its staff. It follows the enabling clause added to Law 4276/2014 by Article 66 of Law 5121/2024. The 2026 season is the first it is in force.

The file every hotel now keeps

Lawful operation runs on paperwork, not a licence. The decision expects a file to exist and to be current:

  • A γνωστοποίηση — the notice that the staff rooms are in operation.
  • A κανονισμός λειτουργίας — the operating rules for the rooms.
  • The supporting documents — a building permit, and a fire-safety certificate where one is required.
  • A record for each room that you can show an inspector on the day they ask.

Inspections and enforcement

The competent tourism authority inspects. Where rooms fall short, enforcement escalates from a penalty to sealing — the suspension of the accommodation's operation. After a penalty, a hotel has thirty days to put things right before sealing follows; sealing is immediate where there is a danger to health, where rooms are used for something other than housing staff, or where a required fire-safety certificate is missing. If accommodation is sealed, the employer must move its staff to a hotel of at least two stars and cover the cost.

Does ΚΥΑ 153/2026 set minimum room sizes?
Yes. The decision sets 12 m² for a single room, 14 m² for a double and 17 m² for a triple, with 7 m² more for a fourth bed, and a shared kitchen of at least 15 m². These are the decision's own figures — verify them against the primary text before relying on them.
How far can staff accommodation be from the hotel?
Up to 10 kilometres. Staff rooms on separate plots must sit within a 10 km radius of the hotel they serve.
What happens if a hotel doesn't comply?
The competent tourism authority inspects and can impose a penalty. If the accommodation isn't brought up to standard within thirty days, it can be sealed — its operation suspended — and the employer then has to house its staff in at least a two-star hotel at its own cost. Sealing is immediate where health is at risk, rooms are misused, or a required fire-safety certificate is missing.
